Faceless Phantom

The Faceless Phantom is a villain that is trying to sabotage the studio. He first appears interupting a scene where Chip Hernandez Jr.'s stunt double Bullman was doing the daredevil motor stunt scene and tells the director and staff to abandon the production or face his wrath. Later inspite of his intervention with Shaggy and Scooby jumping on a motorcycle controlled by Fred, he saves them both and then tells the others again to abandon the film. He strikes again as he cuts the ropes to a bridge Fred was on and he almost scared Velma to death. Later after evidence to the villain's doings were exposed, the gang sets a trap for him on the train with a net, but the Phantom cuts the net and chases after the gang one at a time. He is finally stopped when Shaggy and Scooby dumped oil on the floor, which made the phantom slip into a big mechanical arm that Velma uses to capture him. He is identified as Vincent Wong.
